Federal Skilled Worker Program (FSWP): Eligibility Requirements 2026

The Federal Skilled Worker Program is the main Express Entry route for people whose experience is mostly outside Canada. To qualify you need 1 year of continuous skilled work, CLB 7 in all four language skills, a recognized education credential, proof of funds, and at least 67 out of 100 on the FSW selection grid.

The minimum requirements

RequirementWhat you need
Work experience1 year of continuous full-time work (1,560 hours), or the same amount part-time, in the last 10 years
Type of workPaid work in one NOC TEER 0, 1, 2 or 3 occupation, which becomes your primary occupation
LanguageCLB 7 in reading, writing, listening and speaking
EducationA secondary or post-secondary credential, with an ECA if it’s from outside Canada
Selection pointsAt least 67 out of 100 on the FSW grid
Proof of fundsRequired, unless you’re authorized to work in Canada and have a valid job offer

What “continuous” means here

This is where FSW differs from the Canadian Experience Class. Your year of experience has to be continuous: one year in the same job without a break, at 30 hours a week, or the same total part-time over a longer stretch. Paid vacation doesn’t count as a break. That year has to be in the occupation you list as your primary occupation, and it can be in Canada or abroad.

The 67-point grid, briefly

The grid scores six things out of 100: language (up to 28), education (25), work experience (15), age (12), arranged employment (10) and adaptability (10). The full table is on our CRS calculator page, and the calculator runs the 67-point check for you.

Here’s how two different people come out:

ProfilePointsResult
Age 29, bachelor’s degree (21), 3 years of experience (11), CLB 9 in all skills (24), no job offer12 + 21 + 11 + 24 = 68Eligible
Age 38, two-year diploma (19), 1 year of experience (9), CLB 7 in all skills (16), no job offer9 + 19 + 9 + 16 = 53Not eligible

If you’re just under 67, small things can push you over. French at CLB 5 in all skills adds 4 points. A spouse with CLB 4 or higher adds 5 adaptability points, and so does a sibling living in Canada.

67 points is not your CRS score

This confuses a lot of people. Getting 67 only lets you into the Express Entry pool. Invitations are based on your CRS score out of 1,200. In 2026, most rounds have targeted CEC, French and category candidates, so FSW applicants outside Canada usually need French, a provincial nomination or experience in a category occupation to get invited.

The calculator runs the 67-point check and your CRS score at the same time.

Quick answers

Is the Federal Skilled Worker Program still open?

Yes, it’s one of the three Express Entry programs. IRCC decides who to invite in each round, so FSW candidates can be picked in French, category or general rounds.

Can I apply without a job offer?

Yes, a job offer isn’t required. It adds 10 points on the FSW grid, and from November 3, 2026 it can also earn CRS points if the job is in a high-wage occupation.

Is FSW the same as Express Entry?

No. Express Entry is the online system. FSW is one of the programs inside it, along with the Canadian Experience Class and the Federal Skilled Trades Program.
